The Cuyahoga Metropolitan Housing Authority (CMHA) is opening a voucher waitlist for The Davis II, a new affordable housing community in Cleveland. The waitlist opens Thursday, May 28, at 9 a.m. 

The vouchers are “project based,” meaning the rent assistance is for a specific apartment building.

Here’s how it works: CMHA partners with specific buildings, in this case The Davis II, and agrees to help pay part of the rent for the people living there. If you qualify and move into one of those apartments, you’ll  pay 30% of your income toward rent and utilities. A CMHA voucher covers the rest.

The Davis II is the second phase of a 122-unit affordable housing community on East 105th Street in Glenville, minutes from University Circle.

The Davis opened in 2023 with 52 units and a community outreach center focused on health education and job training. The new four-story building next door adds another 70 units. 

The Davis II offers 21 one-bedroom, 26 two-bedroom, and 23 three-bedroom units. Each apartment has central air, in-unit washer and dryer, microwave, refrigerator, dishwasher and walk-in closets. The property has on-site fitness and business centers, a playground and an elevator. 

Who qualifies for a housing voucher?

Vouchers are available for units in The Davis II for people with lower incomes compared to the rest of the area, based on a formula set by the federal government each year. 

All 70 units in The Davis II are for people with low and extremely low incomes.

The waitlist opening this week is for 19 units reserved for people with the lowest incomes for their household size.

CMHA determines eligibility based on:

  • Annual gross income
  • Background screening
  • U.S. citizenship or eligible immigration status

Gross income includes wages, salaries, profits, assets and other earnings before taxes are taken out.

How to Apply

The waitlist opens May 28, 2026, at 9 a.m. Applications can be submitted online either on a computer or smartphone at: Tinyurl.com/pbvapply 

Applicants must register for an online RentCafe account with CMHA. You will need to share your name, Social Security number and an email and phone number to register. 

To complete the application, you will need to enter your household’s gross annual income and basic information about each of your family members — names, ages and relationships to you. 

Starting May 28 at 9 a.m., you can submit these details to join The Davis II waitlist. 

CMHA will reach out to selected applicants via phone, email or mail. An income specialist will review and certify eligibility. Waitlist times will vary based on unit sizes. 

CMHA recommends checking your RentCafe portal often and updating your application if your contact or income information changes. Once selected for a property, you need to respond to CMHA within 14 days or you may be removed from the waitlist.

After all slots are filled, applicants can still join the waitlist to fill vacated voucher-covered units. 

Applications from families that are displaced or homeless are given priority.
