Cleveland police oversight news
Cleveland has layers of police oversight. Here’s how it is supposed to work
It’s been more than a decade since a federal investigation spotlighted serious problems with how Cleveland’s officers were policing the community. A sweeping U.S. Department of Justice investigation outlined how officers repeatedly violated the constitutional rights of residents – pulling guns, beating suspects and creating confrontation.
The investigation also revealed that there were gaping holes in accountability for police and a lack of community trust, especially in communities of color. This included shoddy investigations of police conduct and uneven discipline.
The city agreed to far-reaching reforms as part of an agreement called a consent decree in hopes of rehabbing the department’s culture and rebuilding relationships with residents. A push for more accountability from residents came in the form of a ballot initiative approved by voters in 2021 that created some of the most powerful civilian oversight bodies in the country. Progress from those boards, commissions and independent inspectors has been hampered by turnover, infighting and clashes over authority. Explore the different layers of oversight below.
