In Cleveland, some development projects – from new senior housing to major downtown redevelopment – are designed to have an impact on Clevelanders’ pocketbooks even before they are finished.
This is because Community Benefits Agreements, legally binding pacts between the city and a developer or company receiving city assistance for a project, require it. For years, residents complained that though there is much construction happening in the city, Clevelanders are often left out. The aim of Community Benefits Agreements is for Clevelanders to economically benefit from construction projects.
Cleveland has had a program requiring similar agreements for decades. But many officials, including Council President Blaine Griffin and Mayor Justin Bibb, believed it wasn’t strong enough. In 2023, with council and the Bibb administration working together, council passed a beefed-up ordinance. It was not only more intentional about Cleveland residents and businesses getting jobs, contracts and opportunities, the law also set up measures and penalties to hold developers accountable for meeting their goals.
Since then, the city has executed 52 agreements, according to Tyson Mitchell, director of the Office of Equal Opportunity, which oversees the program. Those agreements include more than $1.3 billion in total project cost, he said. The projects have garnered $259 million in city incentives, according to the office’s website. Those can include tax abatements, tax increment financing, grants, loans and city-funded infrastructure improvement.
Review of executed Community Benefits Agreements
In the spring, Signal Cleveland requested copies of all executed agreements. So far, the office has only sent 45. We culled through the documents to pull out pertinent information, including developer goals relating to jobs and contracts. (Scroll down or click here to jump to the list.)
In some cases, the agreements are marked as “final” and signed by the parties involved. In other cases, the agreements are noted to be expanded agreements or amendments. Some don’t include whether they are final or still drafts. The agreements were made either in 2024 or 2025.

Mitchell has promised to provide Signal Cleveland documents on the other projects this week. He said they include Project Scarlet, a downtown luxury apartment and hotel development, and the ArtCraft Building, a $90 million project to convert a century-old building on Superior Avenue into the new Cleveland Division of Police headquarters. Early phases of Bedrock’s The Riverfront Cleveland, a $3.5 billion 35-acre mixed-use development that encompasses areas near Tower City and along Cuyahoga River, is another.
Updated law supposed to be more effective
Mitchell, who has been in the job since 2022, said the strengthened community benefits program is more effective than what existed. Before his office took the lead on the program, he said, it wasn’t looped in on the specific executed agreements until late into the process. The community development and economic development departments, he said, had often finalized the terms of the agreements because input from the Office of Equal Opportunity (OEO) usually wasn’t required.
“And then they’re like, ‘Hey, were you monitoring that?’ Mitchell said, referring to whether developers had met their goals. “Well, how can we salvage it now, when it is 90% finished. Now, there is more of a partnership.”
The 2023 ordinance includes more accountability. Mitchell’s office is supposed to send quarterly compliance data on the workforce and community benefits to Cleveland City Council’s finance, diversity and inclusion committee for review. Mitchell admits that hasn’t happened.
Signal Cleveland asked Mitchell whether that lack of accountability — similar to what prompted the 2023 law — runs the risk of developers not complying with the agreements.
Mitchell gave two reasons for the delay in following the law: He was waiting for more projects to be completed. And a new framework for quarterly reports is still being developed.
A substantial number of the projects have been completed, however, and are in use, based on those Signal Cleveland received.
They include housing developments such as Gordon Crossing on the Glenville/University Circle border, The Hawthorne in Jefferson and The Arch of St. Michael in Clark-Fulton.


Reporting ‘framework’ still being developed
Mitchell said in addition to the monthly reporting developers must do, his office now requires them to make quarterly reports until the requirements of their community benefits agreements are complete and this office “issues a formal closeout.” That quarterly reporting “infrastructure and framework” for those reports is still being developed. He said there have been no close outs, but some are expected soon.
“This framework will allow us to evaluate each development against the specific CBA commitments while using a consistent methodology,” he said.
Signal Cleveland has contacted Council President Blaine Griffin to comment on the fact that council has not received reports required under the law. We will update this article with his response when we receive it.
Mitchell said his department is on top of compliance.
“My team monitors this information throughout the life of the project. We are currently monitoring over $1.3B in CBA projects,” he wrote. “Because many construction projects are tracked over multi-year periods — from design/preconstruction to construction/completion-compliance is always ongoing and not a single point.”
The ordinance also requires Mitchell’s office to create a public dashboard of workforce and community benefits data. In an email, Mitchell said his office is currently working with the city’s Office of Urban Analytics and Innovation on how to collect, set up, collect, validate, organize and display the information so it is a useful representation of performance and community impact of the agreements.
Community Benefits Agreements required for some projects
Cleveland requires Community Benefits Agreements for projects receiving at least $250,000 in city financial assistance. It is a two-tiered system in which projects of at least $20 million are required to offer more benefits than smaller ones. In the list below you will find projects estimated to cost under $1 million and those costing more than $200 million.
Participating in apprenticeships, internships and mentor/ protégé programs are among the ways developers can fulfill their community benefits requirements. The latter is a program in which experienced developers and contractors are teamed with younger, diverse companies to impart skills and knowledge.
“I am happy about our mentor/protégé program because it helps to build the capacity of the protégé firms coming up [to bid on future projects,]” Mitchell said. “In order to build a diverse ecosystem, we have to put more towards capacity building and barrier removal.”
Community Benefits Agreements details
While apprenticeships, internships and mentor/ protégé programs are standard, not all developers participate in all three on an individual project. In the list below, you’ll often see “not provided” for any of these. It could mean a developer opted not to participate in one of the programs. The CBA agreements aren’t specific about this.
We also used “not provided” when information was missing for such things as city financial assistance.
In some cases, the city allowed developers to opt out of some community benefits programs in lieu of paying penalties or making contributions into the city’s Community Equity Fund, which goes toward such things as down payment assistance, workforce and skill trade training, bonding and insurance assistance for certified contractors, home repair and neighborhood improvements. The fund currently has $491,107.16, Mitchell said.
